REFLECTIVE VEST OR HEADLAMP FOR WOODLAND RUNS?

Are there situations where a reflective vest might be less suitable? One would think more reflectors are always better in the dark. 
But if running in the woods with others wearing headlamps, your vest might shine too brightly when their headlamp lights hit your vest, disturbing others' night vision. 
In the woods and with others, a headlamp is usually better than a vest. But the route to and from the woods might require a vest and lots of light. A solution could be to switch between a jacket and vest, so the jacket is outermost in the woods.
